Find out more about a recent report by the EC which could impact funding for sport infrastructure in Europe.

The EC commissioned a study in March 2016 in response to growing interest from member states and also discussions at the Council of the European Union in November 2015.

The report, ‘Mapping and Analysis of the Specificity of Sport’ (by Ecorys, KEA and Sport and Citizenship), provides an analysis of EU rulings and decisions relating to the ‘specificity of sport’ since 2007. The 'specificity of sport’ refers to the inherent characteristics of sport which set it apart from other economic and social activities.

The mapping was undertaken in two stages: firstly an initial scoping to identify relevant case law and decisions for subsequent review was undertaken. The approach to this aimed to ensure a thorough coverage of all the material available.

Secondly, the research team reviewed the key rulings and decisions in detail. The reviews of specific cases involved sorting and collating information into a grid to enable the data to be analysed in a logical and consistent manner.

Key change related to sport and development

An area where there has been significant progress is state aid for sport infrastructure projects.

The EC has been able to arrange the criteria for state aid: in particular that funding is acceptable when facilities have a multi-functional character and are not used exclusively by a single professional sport. This has allowed public authorities to know what types of projects can be supported by subsidy and whether prior notification to the EC is required.

This news can mean big things for European based sport and development projects. The access to funding for sport infrastructure has been made clearer and easier which is great progress overall.
