PUBLIC POLICY OBJECTIVES RUGBY FOR EVERYONE CHILE

The Public Policy “RUGBY FOR ALL” (RPT), seeks to solve in Chile the main problem of the low interest of School Children and Adolescents (NNA) in the daily practice of Physical Activity in educational establishments and during their free time.

Chile is in penultimate place in Physical Activity in the world, only 1 in 5 boys and girls from 9 to 11 years old is physically active. According to a study by UFRO together with the international organization AHKGA. Added to the fact that the social context of the Pandemic accentuated the alarming figures of the Enc. National Health 2016-17, which states that 86.7% of the population is sedentary and almost 40% of those over 15 years of age are overweight.

Therefore, it is crucial to train and encourage healthy lifestyle habits and physical activity, especially during the school education stage of children and adolescents.

Among the main causes of the main problem to be solved in Chile by the RPT Public Policy are:

  • Disinterest of children and adolescents in practicing physical activity and sports in their schools and free time.
  • School environments are reduced and monopolized by more competitive activities and games that are carried out mostly by male children and adolescents.
  • Generalized concept in children, their school and family environment that there are more masculine sports than feminine ones.
  • The perception of rigidity of the learning objectives of Physical Education and Health of the national school curriculum, to incorporate recreational games and non-traditional and emerging training sports in the school population by teachers and professionals of Physical Activity.
  • Low offer of recreational games and non-traditional and emerging training sports in schools.
  • Low self-esteem and motivation to play and practice sports in the curricular, extracurricular and use of free time areas.
  • Sedentary lifestyle and high levels of obesity in children and adolescents.
  • Unbalanced eating behaviors.
  • Use and abuse of means of transportation (cars, buses), including to go to nearby places.
  • School absenteeism.

The effects identified for the main problem to be intervened by the RPT public policy are:

  • Low levels of Physical Activity during school breaks and free time.
  • Low participation in the practice of sports activities in the curricular and extracurricular sphere.
  • Low motivation to innovate and implement Physical Activity programs that aim at recreational play over competitive sports.
  • Greater tendency to be inactive, overweight and more likely to suffer from non-communicable diseases in adulthood.

Finally, the RPT public policy with its intervention at the national level seeks as main results:

  • Increase the number of children and adolescents participating in sports activities in the curricular and extracurricular fields of participating teachers' colleges.
  • Increase the hours of effective play and physical activity practice of women in the NNA group of participating teachers' colleges.
  • Introduce the teaching and practice of the non-traditional and emerging recreational game “RPT rugby” in the offer of sports games in the curricular and extracurricular scope of the participating teachers' colleges.
