This strategy takes a holistic and long-term approach to Norway’s culture and sports co-operation with countries in the South. It covers the period 2006-2015, and will be reviewed and, if necessary, revised in 2010. The cultural co-operation between Norway and countries in the South is based on the belief that self-expression through the medium of culture and sport in itself promotes development.

However, the strategy also emphasises the added value of these measures: culture and sport activities will often have an impact outside their own sphere, and are therefore important fields of co-operation in development and foreign policy. The aim of the strategy is to use culture and sport to advance development processes in the years to come. Norway’s sports co-operation (Part III of the strategy) promotes “sport for all” with sport in schools given special priority.

Norway intends to work in relevant multilateral forums to ensure that programmes that strengthen sport in terms of organisation, quality and breadth receive more attention and resources; sport is better integrated in the development policy agenda, including that of the UN; and that sport is integrated in programmes for peace and development.
