The Commonwealth Secretariat is seeking to develop a set of model indicators and indicative data collection tools to measure and evaluate the contribution of national sport policies to the Sustainable Development Goals (SDGs). This purpose of this assignment is to produce recommendations on model indicators and indicative data collection tools and a strategy for future validation and modification.  These recommendations will be used to inform future Commonwealth and international efforts to align national sport policy to the SDGs and strengthen associated measurement and evaluation frameworks.

The primary purpose of this consultancy is to support the development of model indicators and identification of indicative data collection tools that could be utilised to measure and evaluate the contribution of national sport policies to the achievement of the Sustainable Development Goals (SDGs) and associated national policy priorities.

The key deliverable is a recommendation report proposing a set of model indicators and data collection tools alongside a strategy for future validation and modification.  Please refer to the terms of reference for full details.

In order to be considered, you will need to be able to demonstrate:

  • A post-graduate qualification in a relevant discipline.
  • Expertise in measurement and evaluation of national policy, with at least seven years’ experience in this area.
  • A sound understanding of the Sustainable Development Goals and implications for the development, measurement and evaluation of public policy.
  • A track record of undertaking consultation and research and producing recommendations with national and/or international impact.
  • Success in authoring publications or official reports for national governments, intergovernmental meetings and/or policy orientated fora.
  • Cross cultural competency, with experience working in Commonwealth developing countries highly desirable.
  • Knowledge of using sport as a tool for human, social and economic development and associated policy norms is desirable.

- For organisations and institutions:  a prospectus outlining their relevant experience and achievements together with the CVs of experts who would work on the assignment.
