The Commonwealth Secretariat has been mandated to assist member countries to enhance the positive contribution that sport can make to sustainable development, health and building peaceful and just societies. The Commonwealth’s work in this area focuses on strengthening national and international policies, including their alignment to the 2030 Agenda for Sustainable Development and SDGs, building the capacity of national institutions, policy stakeholders and officials and improving monitoring and evaluation of the contribution of sport to non-sport development objectives.

The Government of the Solomon Islands is committed to the revision and further development of a National Sport and Recreation Policy. The conducive national and regional policy context and momentum generated around the hosting of the 2023 Pacific Games mean it is vital that work continues to develop and deliver a nationally representative sport and recreation policy. A National Sport Policy Taskforce chaired by the Ministry of Home Affairs and consisting of key sport and non-sport agencies and organizations will oversee the National Policy development. The Commonwealth Secretariat has committed to provide technical assistance to support the development and implementation of the National Sport and Recreation policy in the Solomon Islands

The primary purpose of the assignment is to provide technical assistance to the Ministry of Home Affairs to develop a new National Sport and Recreation Policy which maximises the contribution of sport and hosting international sport events, to national development priorities. To do this, the National Sport and Recreation Policy will need to be developed through a collaborative and inclusive consultation process.

The key deliverables of the assignment include: Analysis report integrating findings from focus group sessions, consultation meetings and survey results; a draft National Sport and Recreation Policy white paper for review and further consultation; final drafting of the National Sport and Recreation Policy; and publication of a draft Monitoring and Evaluation Plan and Implementation Plan to support policy implementation and sustainability.

To be considered for this opportunity, you will need to have the following:

  • A post-graduate qualification in a relevant discipline
  • Expert knowledge in the use of sport as a development tool, in particular in the development or application of national policy
  • General expertise designing policy across social and economic policy domains
  • Expertise in measurement and evaluation of national policy
  • A sound understanding of the Sustainable Development Goals and implications for the development, measurement and evaluation of public policy
  • Success in authoring publications or official reports for national governments, intergovernmental meetings and/or policy orientated fora
