Oceania Football Confederation is looking for a consultant/agency to conduct a case study/research on how Social Responsibility and the Just Play Programme specifically have had an impact on the foundation of football in the Pacific. Deadline: 25 January 2021.

Who are we?

Oceania Football Confederation (OFC) is the umbrella organisation of the national football associations within Oceania. Located in Auckland, New Zealand, OFC has 11 Member Associations which it supports financially and logistically through various programmes.

OFC is the smallest of the world’s six Confederations but is an active participant within the FIFA football community. Along with AFC in Asia, CAF in Africa, CONCACAF in North/Central America and the Caribbean, CONMEBOL in South America and UEFA in Europe, OFC works to provide support to football’s international governing body.

What do we do?

OFC is charged with the task of servicing and administering football in the Oceania region while also using the game as a tool for social development. Our vision is to raise the overall standard of football in Oceania and utilise the power and passion of football to help promote education, community development, capacity building, health awareness, cultural exchange and economic development within the football community.

What do we need?

Consultants/agency to conduct a case study/research on how Social Responsibility, and the Just Play Programme specifically, have had a significant impact on facilitating the development of the foundation of football in the Pacific, especially in relation to gender inclusion and the empowerment of girls and women both within and outside of the game.

What results are we looking for?

Analysis of the investment that Social Responsibility has invested in Football in the Pacific over the past 10 years,

Assess the impact the programme has had on football and the empowerment and promotion of girls and women both within the game and broader community, and

Map next steps to grow and broaden this component over the course of the next 4-year period.

Deliverables and milestones of the consultancy:

A literature review to be used to develop a gender equity/empowerment framework and identify applicable SDGs.

  • A study design with detailed workplan with timelines, proposed methodology including data sources and data collection tools to address the key research questions, a research protocol, data collection instruments and consent forms in English and local languages
  • Toolkit, guides, tools and resources, link to child rights, gender inclusion and institutional strategies; training materials, tools and proposed method of delivery
  • Training of Just Play country teams to support data collection
  • Data collection including transcriptions/translations; Preliminary report with key findings and specific recommendations to strengthen the foundation of football in the Pacific; Presentations (PowerPoint) on key findings and recommendations
  • Final Report submitted to OFC and case studies

Workplace:

The consultants are required to work from their existing home base. No travel is anticipated.

Competencies:

The Consultancy’s team will need to demonstrate their appropriate research qualifications and experience to achieve the above, specifically:

  • At least five years of recent documented work experience in gender analysis with focus on the Sport for Development, social development, health, education, child protection and behaviour change
  • Equipment, tools, and facilities to implement the study (software programmes and equipment for transcription, data analyses)
  • Familiarity with information technology, including proficiency in word processing, spreadsheets, and presentation software
  • Proven analytical, interview and report writing skills
  • Experience working with the Australian/New Zealand Governments, UNICEF, UN, and government
  • Knowledge of the Pacific region required
  • Excellent communication, coordination, teamwork, and organisational skills
  • Fluency in written and spoken English required. Fluency in French an asset.

  • Work plan which outlines the time frame, risks and highlights key milestones; and
  • A financial proposal/budget inclusive of all fees and costs to undertake the review.
