You will lead the monitoring, evaluation and research programme for the ‘Olympism 365’ strategy to generate learning and insight that  strengthens sports role as an enabler of the SDGs and understanding of the value of Olympism in society. You will translate insight and evidence produced through the ‘Olympism 365’ strategy into impactful advocacy that mobilises key stakeholders across the Olympic movement, UN and multilateral system, and development sector to help create the necessary conditions for collective impact and the successful delivery of the ‘Olympism 365’ strategy.

Main responsibilities

Monitoring, evaluation, research and learning

  • Develop, lead and manage the Olympism 365 monitoring, evaluation, research and learning system with responsibility for strengthening shared measurement, promoting collective learning and producing scaled insight.
  • Ensure robust Results Based Management, research, and knowledge exchange processes are embedded into all Olympism 365 portfolios.
  • Oversee and quality assure capacity building and institutional development interventions related to monitoring, evaluation, research and learning delivered across Olympism 365 portfolios.
  • Develop and implement a Olympism 365 research strategy, managing related investment and funding in conjunction with the Olympic Studies Centre.
  • Oversee and manage the contribution of the IOC to global sport for development research and knowledge exchange platforms, including the production of knowledge products based on insight and learning from Olympism 365. 
  • Offer technical guidance and support to IOC colleagues and Olympism 365 partners to strengthen sport for development monitoring, evaluation, research and learning capacity. 

Advocacy and communications 

  • Develop a compelling and evidence based narrative to mobilise key stakeholders across the Olympic movement, UN and multilateral system, and development sector to contribute to the Olympism 365 mission to strengthen sports role as an enabler of the SDGs and connect people to the Olympic Values everywhere, every day. 
  • Oversee and support the inclusion of evidence-based advocacy and communication plans in all Olympism 365 portfolios.
  • Monitor and assess the implications for Olympism 365 of key global policy and strategy developments relevant to sport for development.  
  • Produce impactful communication and advocacy outputs on sport as an enabler of the SDGs and the value of Olympism in society that are based on insight and learning from Olympism 365.
  • Provide technical guidance and support to IOC colleagues and Olympism 365 partners to strengthen sport for development related advocacy and communication. 
  • Represent the IOC in international conferences and research forums positioning the organisation as a leader in the field of sport for development.

Team Management 

  • Manage team members supporting the advocacy, monitoring and evaluation of the Olympism 365 strategy, helping to create a motivating team environment, open communication and high levels of performance.

Our requirements

  • Post Graduate degree or equivalent in public policy, development economics, public health, international development or related degree programme.
  • 10+ years’ experience in social policy, international development and/or Sport for Development with a focus on results based management, impact and advocacy.
  • Strong record of applied and/or academic publication in related fields. 
  • Lived experience in developing country contexts is highly desirable.
  • Working knowledge of the Olympic movement and international sport. 
  • Excellent oral and written skills.
  • Fluency in English, with a good command of the another language desirable, preferably French or Spanish.
  • Good IT skills.
  • Willingness to travel.
  • Demonstrated success designing and implementing monitoring, evaluation, research and learning systems across multiple countries and contexts.
  • Excellent knowledge of Results Based Management, monitoring and evaluation, and research methods and design.
  • Applied understanding of the UN, multilateral and international development system.
  • Demonstrated success delivering advocacy and public affairs outcomes, with a focus on international development, public health and social development desirable. 
  • Ability to develop, build and strengthen complex partnerships with a diverse range of stakeholders.
  • Good communication and influencing skills with an ability to distil and articulate complex issues to support individual and institutional capacity building. 
  • High intercultural competence and ability to adapt to a dynamic and multicultural environment.
  • Excellent organizational skills with the ability to think proactively and prioritize work.
