Generations for Peace (GFP) is a leading global non-profit peacebuilding organisation founded by HRH Prince Feisal Al Hussein in 2007, dedicated to sustainable conflict transformation at the grassroots. GFP are hiring an experienced Monitoring and Evaluation Coordinator to join their team in Amman, Jordan. Deadline: 12 June 2019

Purpose of the Position

Reporting to, guided and directed by the M&E Officer, the M&E Coordinator will be responsible for:

  • M&E support to all GFP programmes
  • data collection, management and analysis
  • technical support to and mentoring of Programmes Department staff on all M&E-related processes, including tracking of and reporting on results and progress, wider communication of results and progress, and grant proposals writing
  • support in the implementation of quality assurance framework and the development of institutional learning documentation

Responsibilities

Monitoring and Evaluation of all GFP Programmes:

  • Contribute in the development and overall implementation of M&E systems for all GFP programmes, whether GFP- or donor-funded, to strengthen programmes implementation and quality. Contribute in the development and piloting of new M&E approaches, frameworks and tools, their implementation, adjustment, and integration in GFP’s programmes
  • Ensure established M&E work plans for GFP programmes are up-to-date with progress being tracked and regular meetings with Programmes Department staff being held. Compare data against programme targets and quality expectations, and together with Programmes Department staff identify issues to be monitored or requiring actions, assign responsibilities and deadlines, and track progress on action points
  • Provide consistent and supportive mentoring to strengthen Programmes Department staff M&E-related performance to meet monitoring objectives and ensure data quality
  • Conduct periodical data quality audits to identify systemic issues affecting data quality, and document/store findings
  • Ensure M&E tools, indicators and quantitative and qualitative databases are up-to-date to meet GFP and donor needs, requirements and standards. This may include pre- and post-surveys and tests; baseline, mid and endline survey instruments; monitoring missions; target group sessions monitoring tools; community survey tools; evaluation tools; participatory evaluation tools

Data Management and Analysis:

  • Supervise the quantitative and qualitative data collection carried out by GFP volunteers and Programmes Department staff and maintain quality of programmatic M&E databases
  • Review, validate, store, analyse and present/visualise M&E quantitative and qualitative data collected by GFP volunteers and Programmes Department staff, to ensure the accessibility, reliability, and timeliness of the data for GFP HQ and GFP volunteers
  • Identify issues and concerns in existing M&E data collection/management processes and advise ILT and Programmes Department management on practical solutions and adaptations

Reports, Communications and Proposals: 

  • Provide technical inputs to performance reports (donor, participatory evaluation and other) written by Programmes Department staff through review of progress against indicators, analysis of community-level feedback, and reflection on key learning
  • Prepare communication materials, such as M&E analyses, presentations, analytical summaries, fact sheets, issue briefs, good practices, lesson learnt, recommendations, etc. for internal and external audiences providing insights on key findings and programmatic results
  • Contribute in the development of grant proposals in coordination with the Programmes Department and other relevant staff, by developing contextually-appropriate and logically sound M&E logframes, Theory of Change and M&E narratives that ensure coherence between the suggested programme activities and expected outputs, outcomes and impacts

Quality Assurance and Learning:

  • Support implementation of quality assurance framework in all programmes through reflection, learning, innovation and progress sharing against agreed M&E framework/logframes, indicators and M&E protocols
  • Support development of institutional learning documentation that captures programmatic results, methodological approaches and processes, good practice and lessons learnt from the programmatic implementation
  • Support delivery of ILT’s regular reflection reviews and end-of-programme learning workshops with Programmes Department and GFPI staff, to improve programmes quality and evidence-driven decision-making
  • Support delivery of regular capacity-building sessions for Programmes Department staff, to build the in-house M&E expertise 
  • Assist in identifying, documenting, storing and sharing lessons learnt that have implications for improvement of programmatic practice and GFP curriculum

Community of Practice Outreach

  • Support Community of Practice outreach strategies and GFP/GFPI’s active online presence by developing microsite online content and ensuring GFP/GFPI’s social media presence. Write pieces for pre-identified external platforms, and traditional and new media outlets whenever possible

Influence and Representation

  • Represent GFP/GFPI’s peacebuilding M&E initiatives at major events, should the possibilities arise
  • Network and recommend strategic partnerships to advance GFP/GFPI’s peacebuilding M&E agenda, creating quality linkages between GFP/GFPI and partners

Administration:

  • Assist with the planning, preparation and execution of ILT’s meetings and events

Personal Development:

  • As part of ILT’s commitment to institutional learning and personal development, M&E Coordinator is expected to commit 5% of their time to learning activities that benefit ILT/Programmes Department as well as themselves

Education, Qualifications, Competencies, Skills Required:

Essential:

  • B.A Degree in the field of social sciences, developmental studies or statistics
  • Minimum three years relevant professional experience
  • Demonstrable experience of monitoring and evaluation, including processing/analysing large datasets 
  • Experience tracking performance against programme objectives, reporting on outcomes, and analysing data to contribute to continual adaptive management of implementation
  • Excellent communications skills, both consensus development and interpersonal
  • Excellent spoken and written English and Arabic
  • Very good analytical, presentation and reporting skills
  • Very good data management and data analysis skills, including knowledge of Microsoft Excel and at least one software application (Tableau, SPPS, STATA, R software, Nvivo, Kobo ToolBox, Magpi)
  • Ability to perform in a high-energy environment and utilise strong organisational skills when faced with multiple time-sensitive priorities; a willingness to "roll-up sleeves" and personally handle all aspects of position
  • A flexible and enthusiastic approach to work, including the thoughtfulness to work effectively with others in a collaborative workplace; a "can do" attitude
  • Cultural sensitivity and understanding of different interpretations of communications approaches in global, regional, and local contexts. Confidence and enthusiasm when communicating to external partners and internal team in both formal and information presentations
  • Strong interest in global current affairs, conflict resolution and peacebuilding, and international development

Preferred:

  • M.A Degree in the field of social sciences, developmental studies or statistics
  • Experience working internationally and in an international organisation 
  • Experience working in the field of peacebuilding and conflict transformation
  • Experience in community development and behaviour change
