Sport for Development Manager

Oceania Rugby has an exciting opportunity for a Sport for Development Manager, commencing in January 2019, for an initial nine-month period, with the possibility of extension depending on donor funding. Deadline: 7 December

The role will be the project lead for managing the partnerships and contractual arrangements with the Department of Foreign Affairs and Trade (and their Managing Contractor GHD) and UN Women Fiji Multi Country Office.

Objective:

The Sport for Development Manager is responsible for driving Oceania Rugby and Rugby Australia’s sport for development programmes in the Pacific, including their flagship product – Get into Rugby PLUS. 

Organisational overview:

Founded in 2000, Oceania Rugby is one of the six Regional Associations of World Rugby. It is responsible for representing the interests of its 15 Member Unions and one Associate Member Union, promoting the development and growth of Rugby and providing tournaments throughout the Oceania Region.

Key responsibilities:

Sport for Development

  • Oversee and lead all programme management elements of the GiR PLUS Programme. This includes, financial management, qualitative reporting, acquittals, and programme implementation
  • Work with Oceania Rugby’s Pathway and Participation Manager and Oceania Rugby’s Regional Training Manager to ensure all GiR PLUS Coaches have proficient Rugby knowledge and skills
  • Implement lessons learnt from the Fiji pilot of GiR PLUS into the programme for future roll out
  • Implement a pilot of GiR PLUS in Samoa and a new cohort of GiR PLUS Coaches in Fiji in 2019
  • Monitor, mentor, and provide opportunities for all GiR PLUS Coaches in the programme
  • Implement a robust monitoring and evaluation framework for the programme
  • Develop a long-term growth strategy for the programme

Partnership Management

  • Manage all contractual agreements with major donors UN Women and DFAT
  • In partnership with Rugby AU, DFAT and Australian High Commissions, manage all Rugby related public diplomacy activities in Fiji and Samoa
  • With UN Women and Oceania Rugby staff, convene and facilitate regular GiR PLUS working group meetings
  • Work in Partnership with the UN Women to act as a secretariat for the implementation and communication of the sport and violence research project. This include convening the reference group, facilitating the tender process, supporting the research developing communication products
  • Manage key relationships with our Rugby partners: Rugby Australia, World Rugby, Fiji Rugby Union, and Samoa Rugby Union
  • Manage relationships with programme partners, including ChildFund Australia, Fiji Women’s Crisis Centre, and our monitoring & evaluation partner

Business Development

  • Work with key donors/partners to ensure the continued success and funding of the programme. This includes preparing the grant submission for Phase 3 of the Pacific Sports Partnership programme
  • Prepare grant submissions and proposals for newly identified funding opportunities
  • Work with Oceania Rugby’s Commercial Manager to secure a commercial partner for GiR PLUS

Subject Matter Expertise

  • Serve as a subject matter expert to Oceania Rugby in gender equality, ending violence against women, diversity & inclusion, and related policy/resource development
  • Create and implement a new safeguarding policy for Oceania Rugby and relevant national member unions
  • Facilitate Oceania Rugby staff training to ensure compliance with relevant policies
Core skills and experience:
  • A bachelor’s degree and/or relevant experience
  • Experience living and/or working in the Pacific and/or developing countries
  • Experience within the international Aid development field
  • Extensive experience in partnership management (including financial and project management) in a cross-cultural environment
  • Extensive experience in report writing and budget delivery around projects
  • Experience with the Australia government and/or UN grants process and previous experience drafting grant applications
  • Experience creating and implementing safeguarding and child protection policies
