GHD seeks a specialist to implement the ASPP monitoring, evaluation and learning (MERL) strategy, based in Suva, Fiji. Deadline 4 March 2020.

The Australian Sports Partnerships Program (ASPP) is a 10-year initiative to be delivered in six Pacific island countries and up to four Asian countries. Globally, sport is a way people convene, gain status, create norms and celebrate culture. But access to sport is unequal. Women, girls and people with disabilities face barriers or are systematically excluded from participation, coaching, officiating, administrating and governing sport. Sport for development programming such as the ASPP offers an opportunity to address the ‘play gap’ that exists in mainstream sport through carefully designed and targeted activities that can level the playing field. GHD has been engaged to provide the management, coordination and technical services required to design, implement and manage ASPP.

The role

ASPP is seeking applications for the position of Monitoring, Evaluation, Reporting and Learning (MERL) Specialist to implement the ASPP monitoring, evaluation and learning (MERL) strategy, based full-time in Suva, Fiji until August 2022, with likely extension. Reporting to the Partnership Manager and working closely with the Monitoring, Evaluation, Reporting and Learning Adviser, the MERL Specialist supports partners to develop capacity to use MERL tools, and undertake some of the processes of collating, interpreting and applying information. Responsibilities include: 

  • Support ASPP partners to develop and implement monitoring, evaluation and learning plans based on the MERL Implementation Strategy
  • Conduct ongoing partner needs assessments, develop training materials and implement local training programs in consultation with the M&E Adviser
  • Assist ASPP partners with the development of innovative monitoring and data analysis tools to meet the specific needs of each program using contemporary M&E approaches including qualitative, quantitative and mixed method approaches
  • Assist in developing strategies and approaches for capturing baseline data
  • Support ASPP partners to capture M&E information in standardised ways and provide quality assurance of data collection programs
  • Build collaborative M&E partnerships working across multiple programs, countries and cultures
  • Assist in monitoring partnership relationships, development outcomes, capacity building and soft power outcomes using MERL tools and perceptions surveys
  • Support ASPP partners to use the MERL system and reporting tools, and assist in developing innovative ways to present data and results to target audiences
  • Support the M&E Adviser in conducting learning and reflection workshops with partners and implementers
  • Support ASPP partners to use MERL systems to identify and manage risks
  • Collate and quality assure information from partners to support DFAT reporting requirements including for departmental annual reports and aid quality reporting
  • Work with partners to identify lessons learned to facilitate important programming decisions and encourage wider learning
  • Support grant funding contracting and procurement processes as they relate to MERL
  • Work with partners to identify research initiatives that contribute to the evidence base on program outcomes and assist in the development of research designs

Specific skill requirements

  • Tertiary qualifications in any discipline and a tertiary qualification in monitoring and evaluation or a related discipline would be an advantage
  • Relevant knowledge and specialist experience gained from experience in monitoring and evaluation or research
  • Demonstrated commitment to and understanding of monitoring and evaluation principles, ethics, disaggregation of data, strategies and techniques
  • Well-developed analytical skills including the ability to assess problems and identify and implement solutions in a change resistant environment
  • Ability to prepare high quality reports providing analysis of issues, draw conclusions and indicate next steps for the program in an engaging manner
  • Demonstrated competence with a range of software programs including Microsoft Office programs
  • Experience working in development partner programs and experience working in a cross-cultural work environment with people from different backgrounds and disciplines
  • Experience conducting evaluation studies aimed at assessing change in organisations and identifying capacity development outcomes
  • Sensitivity to safeguarding, gender, disability, environment and development issues
  • Demonstrated capacity to work independently as well as contribute positively in a team environment
  • Outstanding interpersonal skills and the ability to coordinate meetings, communicate and interact and build relationships with representatives from multiple organisations
  • Excellent organisational skills including the ability to meet deadlines, prioritise workload, and manage conflicting work demands
  • An understanding of the challenges and general environment of developing countries
