The International Paralympic Committee (IPC) offers six freelance positions as Regional Experts (f/m/x), two each in Africa and Asia and one each in the Americas and in Oceania, to support the implementation of the Sport for Mobility (SfM) project in these regions. This is a remote consultancy, and the freelancer must be based in one of the regions listed above, with substantial travel to target countries required to achieve consultancy deliverables. The anticipated contract start date is June 2025 and will run until 31 December 2028, pending satisfactory completion of deliverables.

ABOUT THE IPC

The IPC, a purpose-driven non-profit association, is the global governing body of the Paralympic Movement. We oversee the delivery of the Paralympic Games and Paralympic Winter Games and serve as International Federation for five Para sports. We enjoy a positive working relationship with the IPC Governing Board, members of which are democratically elected every four years by the IPC General Assembly. Since 1989, we have been creating change through sport with the Paralympic Games and Paralympic athletes at our core.

THE SERVICES

For the next four years (2025-2028), the IPC will deliver a wide range of transformational sport development initiatives to its members as part of the Sport for Mobility project. Benefitting all IPC members with a core focus on supporting those who need it most, the primary aim of Sport for Mobility is to advance the work and capabilities of IPC members in three priority areas:

• Athletes: Supporting athletes is at the core of the IPC’s programming. This area will develop the fundamental building blocks for long-term success, including talent identification, competition opportunities, and access to mentors, coaches, and classifiers.

• Leadership: The success of athletes relies on the dedication and leadership of changemakers within the Movement. The IPC’s programmes support the development of disability inclusion champions equipped to drive positive social change worldwide through sport.

• Participation: Initiatives in this area focus on working with IPC members to create opportunities for persons with disabilities (including children and youth) to engage in sport, many of them for the first time.

Providing tailored support to members, the Regional Experts (f/m/x) work as freelancers, and will be responsible for enabling, guiding, and mentoring National Paralympic Committees (NPCs) in the successful implementation of the project in the three priority areas outlined above.

CORE DELIVERABLES

• Delivering training sessions to national-level leaders to facilitate skill development for initiating and implementing Para sports activities.
• Guiding the targeted NPCs and their respective National Federations (NFs), ensuring they build action plans to strengthen their capacity in sport and athlete development.
• Mentoring and monitoring target NPCs and their associated national-level leaders on the implementation of IPC development activities within the Sport for Mobility project, through both remote support and in-country visits.
• Supporting NPCs and national-level leaders to build partnerships, create networks, engage stakeholders, and communicate about the project.
• Liaising closely with IPC Membership Department counterparts for their region, e.g., in applying the monitoring and evaluation framework of the applicable activities and in strengthening the capacities of NPCs to benefit from other opportunities offered by the IPC.


CORE COMPETENCIES


Regional Experts must be based in the region they apply for, be fluent in English (verbal and written) and have a university degree in a relevant field. Moreover, they must have expert knowledge and skills in the following fields:

• Para sports and athlete development
• Intercultural understanding
• Management of multiple grants and projects simultaneously
• Stakeholder and partnerships management
• Community engagement and networking
• Communication and facilitation
• Additional language skills are a strong asset
o Applying for Africa: French, Portuguese, and/or Swahili
o Applying for the Americas: Spanish
o Applying for Asia: Russian, Arabic, and/or another language of Asia
o Applying for Oceania: An Oceanic language
